If a user's Contracts for Salesforce license expires and the PlatformContentHandler Apex class is present in the Org, users are unable to download any File within their Salesforce Org.


To resolve the issue of not being able to access Salesforce Files, the user needs to delete the Apex class if the subscription was discontinued.

If you do not want to cancel the subscription, have not paid the invoice, or the license expiring was an oversight, please contact your Account Manager or Customer Support to update your subscription expiration date.
