Users with the Global Messaging Admin permission can send a message to all program users or only those users who hold a specific role. A Global Messaging Admin also determines the date on which the message first displays in each user's Dashboard, as well as the date the message is removed. A global message displays prominently in the Dashboard and is color-coded to identify the urgency of the message.
