Why have we made this decision?
The Solution Migration Tool is a supporting feature to Composer that we have decided to no longer maintain. We will be focusing our development on Composer’s core feature set including Composer 8, Batch, Trigger, and the Composer API.

Conga Keys provides similar functionality to Solution Migration Tool.Conga Keys allows administrators to easily migrate Composer solutions between Salesforce Orgs by leveraging the Key field on Conga Template, Conga Email Template, and Conga Query records. The Key field automatically assigns a unique external Id to each Conga Template, Conga Email Template, and Conga Query record. It allows administrators to reference Conga Templates, Conga Email Templates, and Conga Queries by an external Id that remains the same throughout different Salesforce Orgs.
